Philip Govan qualified as a chartered accountant in 1975 and has specialised in taxation since 1977 when he joined Price Waterhouse. His involvement with insurance companies began in 1979. In 1991 he joined Arthur Andersen to specialise in life assurance taxation. He is recognised as the architect of Life Abacus (now OneSource) which is a market leading product used for the preparation of UK corporation tax computations for long-term business. Since August 2002, he has practised independently under the business name of Morrison Govan, providing advice and assistance to major insurers and friendly societies in connection with the taxation of long-term business and investment funds. This work has included advice on corporate and policyholder tax compliance, transfers of business, financial reporting, and tax automation. He is a member of ILAG’s Tax Practitioner Group and of the Tax Committee of the Association of Financial Mutuals. He participated in the joint HMRC/Industry consultation on the development of the new life assurance tax regime which commenced on 1 January 2013.
